Movement state versus goods release
A GMR progresses through movement states such as open, checked in and embarked. These describe progress in GVMS. They are not equivalent to release of every consignment or discharge of transit. A vehicle may carry goods subject to different customs procedures.
Checking the instructions
Use HMRC’s official inspection-notification service to check whether the vehicle needs inspection. Agree whether the driver or dispatcher will check and relay the result. The absence of a phone call from an agent does not establish that no inspection is required. Follow the current instructions for the specific movement.
Preparing for inspection
Keep the GMR, appropriate declaration references and commercial and transport documents available. For transit goods, also check the presentation location and procedure requirements. A border inspection and ending transit can be separate steps. Do not leave an instructed location without the required clearance.
Before you commission the work
- Check the current GMR state.
- Read HMRC inspection instructions.
- Share the result and location with dispatch.
- Distinguish inspection from ending transit.
What to watch out for
Do not rely on a colour or old screenshot without the current result. States can change and the instructions must relate to the correct GMR.
