GMR & borders

GVMS, GMR and MRN: understand the differences

Three abbreviations with different roles: a movement service, a crossing reference and a customs declaration reference.

GVMS is a service, not a document

Goods Vehicle Movement Service supports goods movements through specified border locations. Registering enables access to its functions but does not remove declaration requirements. Not every UK port uses GVMS. For a new route, check the location and crossing operator’s requirements.

A GMR refers to the movement

A GMR groups appropriate references for a crossing. One transport unit may carry consignments for several importers and need multiple declaration references. Its creator should know each reference type and associated procedure. Missing information for one customer may need resolving before the whole vehicle checks in.

An MRN identifies a declaration

An MRN is a reference for a customs declaration or operation. Its use depends on the procedure and originating system. Ask whether it relates to import, export or transit. Substituting a transit reference for a required import reference is not an equivalent solution.

Before you commission the work

  • Record the originating system.
  • Match each reference to its consignment and procedure.
  • Check whether the port uses GVMS.
  • Identify who creates the GMR.

What to watch out for

Invoices, declarations and bookings contain different identifiers. A forwarder’s internal job number is not an MRN simply because it appears on paperwork.

Official sources

General information, not a customs decision or individual tax advice. Requirements depend on goods, route and circumstances; check current guidance before transport.
