What the logistics envelope does
The French ELO logistics envelope groups information and formality references for a transport unit into a single barcode. It supports Smart Border processing. It is not itself an import, export or ENS declaration. The underlying information depends on direction and movement type.
ELO versus GMR
ELO concerns French border processing, while GMR serves movements handled by UK GVMS. A route can involve both codes, but they are not interchangeable. The driver should know which to present at each stage. Label attachments so the references are not confused during check-in.
Current movement instructions
French customs publishes ELO rules and guidance. Check the current instructions for the movement, especially with multiple consignments or a changed transport unit. Do not rely solely on old advice. A data change may affect both the envelope and its underlying declarations.
Before you commission the work
- Confirm transport unit and direction.
- Collect the required formality references.
- Label ELO separately from GMR.
- Give the driver current instructions.
What to watch out for
An ELO does not prove every underlying declaration is correct. Check the source paperwork, not just the barcode.
Official sources
General information, not a customs decision or individual tax advice. Requirements depend on goods, route and circumstances; check current guidance before transport.
