Why there is no universal answer
ICS2 handles EU pre-arrival security data and NCTS handles transit. The European Commission describes combined filing in NCTS Phase 6 for countries opting into that arrangement. This does not mean any T1 document replaces an ENS on every route.
What to check with the agent
Provide the first entry location, transit route and intended filing system. Ask whether the planned declaration includes the required ENS or whether a separate filing is needed. The question should concern the actual movement, not merely the brand of software the agent uses.
Data quality still matters
Combining formalities does not remove the need for accurate descriptions and party data. The filer needs information for both purposes. For groupage, agree how each consignment’s data will be collected and linked. A total vehicle weight alone is not a substitute for shipment-level information.
Before you commission the work
- Confirm the first entry country.
- Check national NCTS/ICS2 arrangements.
- Agree combined or separate filing.
- Collect every consignment’s data.
What to watch out for
Do not copy a rule from another country. Combined-filing availability and method require checking current guidance.
